  • Comprehensive Library Planning Program Prospectus. Library Cooperation Library Facilities Library Services Master Plans Program Development Regional Planning At the request of the Southeastern Wisconsin Regional Library Conference, the Southeastern Wisconsin Regional Planning Commission created a Technical Advisory Committee on Library Planning to assist the Commission staff in preparing a prospectus for a long-range, area-wide public library facilities and services plan. The Technical Advisor Committee identified nine conditions which make the provision of adequate library services in Southeastern Wisconsin a regional as well as a local problem. Intended for use by county and library boards and other government agencies, the prospectus that was developed emphasizes a comprehensive, regional approach to planning and specifically (1) establishes the need for a library planning program, (2) suggests necessary library planning studies and methods for their accomplishment, (3) provides cost data for the program, and (4) determines the role of the various units of government in the program.
