The historical development of four major laws includes the Social Security Act Amendments of 1963, 1964, 1965, and 1967; the Mental Retardation Facilities and Community Mental Health Centers Construction Act of 1963; the Elementary and Secondary Education Act of 1965; and the Vocational Rehabilitation Amendments of 1965 and 1967. Major provisions are given for the 26 laws which cover these areas: maternal and child health and mental retardation; hospital and medical facilities; social security; elementary and secondary education; the National Technical Institute for the Deaf; community health service; heart disease, cancer, and stroke; Captioned Films for the Deaf; federal assistance to state schools for the handicapped; vocational rehabilitation; library services; military medical benefits; comprehensive health planning; and mental health.
