Emphasis was to be placed on Rockland County and its libraries, and these requirements were to be related to the development of other libraries in Rockland County. Survey data were obtained from visits to the libraries, interviews, and evaluations of holdings. Major recommendations involve: (1)grouping libraries by type and developing objectives for local libraries; (2)seeking increased tax support, with certain libraries working together to seek support from larger governmental units and employing a professionally-trained librarian to coordinate their library services; (3)training non-professional staff members; (4)differentiating between types of materials purchased from state-aid funds, from the loan collection funds, and by member libraries; (5)making book grants to member libraries on a matching basis; and (6)integrating the headquarters operation with a central library. Appendices include proposed objectives and policies of the RCLS service center, types of libraries to be developed in the Ramapo Catskill Library System, a job description for the coordinator of library services, and financial data for member libraries.
