- Public Library Services in Pierce County, Washington. Report on a Survey of Tacoma, Puyallup, Sumner, Milton, and the Pierce County District Public Libraries. Richards, John S. Schenk, Gretchen Knief Administration County Libraries Evaluation Financial Support Librarians Library Collections Library Planning Library Services Library Standards Library Surveys Public Libraries The purpose of the survey was to discover how to offer the best library service to all residents in the county with the most efficient use of funds. The survey involved the following aspects: (1) legal structure, (2) fiscal structure, (3) administration, (4) standards of public library service, (5) standards of physical facilities, (6) school-public library relationship, and (7) specialized services. The conclusion of the survey is that library service to the people of Pierce County varies greatly throughout the county, and outside of the City of Tacoma, ranges from inadequate to poor with some localities having no service whatever. Under the present organizational structure there is no opportunity to maintain a high level of service. The only way to develop good library service is through cooperation by the amalgamation of all the libraries in the county into a library system governed by a board representing the five libraries with headquarters at the Tacoma Public Library. Advantages of forming a county library system include centralized processing and hiring, additional library services, and coordination of reference services. (CC)
