Specific examples of such systems are presented. They include: (1) information networks, (2) library systems, (3) multi-level files. The simulation characterizes users (in terms of their information requirements and expectations), information services, and nodes of locations at which those services are available. The effects of various allocations of resources to different levels of service, different locations, and different response times can be demonstrated, particularly in terms of the levels and kinds of utilization.
