  • How ESEA Title II Meets the Educational Needs of Poor Children. A Special Report. Disadvantaged Economically Disadvantaged Educational Administration Educational Finance Educational Needs Educational Resources Elementary School Students Inservice Education Inservice Teacher Education Instructional Materials Resource Allocation Secondary School Students This report details the contributions made by ESEA Title II programs toward providing poor children with increased quantities of school library resources, textbooks, and other printed and published instructional materials. Formal and informal efforts made to assist teachers and media specialists in learning to select and utilize those materials most meaningful to educationally and economically deprived children are described. Demonstrations of media programs especially designed for the disadvantaged, as shown to school and lay personnel, are also outlined. Three tables appended bear on the number of children participating in ESEA Title I and those benefiting from Title II in the fiscal years 1966, 1967 and 1968, by region and State; percentage of Title II funds distributed on a per capita basis in the fiscal years 1966, 1967, 1968 and 1969, by region and State; and, the amount of Title II funds expended on special-purpose grant projects in the fiscal years 1966, 1967 and 1968, by region and State.
