The program operates on the premise that it can provide additional programs (frequently of higher quality) to rural school districts at a lower per-capita cost. The shared services are conducted through cooperative efforts between 2 or more autonomous school districts. The variety of activities provided through sharing ranges from administrative services to sharing instructional packages; from inservice training for school personnel to sharing of students.
