And Others Cost Effectiveness Cost Estimates Information Centers Information Networks Library Surveys Operating Expenses Regional Libraries Systems Analysis Unit Costs This cost study analyzes the operating costs of the Bibliographical Center so that the Center can adopt the best possible combination of procedures with which to achieve its service objectives at the lowest possible cost to its members. This study provides data, upon which a fee schedule can be based, that is derived from the form of the input and output in request handling and the type and degree of service required per request. Major recommendations include: (1) streamline the manual system; (2) reassign tasks; (3) establish and levy a revised fee schedule and make a firm agreement on card contributions and input control with each member library; (4) mechanize administrative record keeping; (5) change the structure of the Board; (6) budget for research and development; (7) assign priorities and a schedule to whatever recommendations are adopted with specific authorization to the Director to hire or contract for services to implement these recommendations and (8) identify and mount programs to meet the needs of new areas of service such as the control of media resources in all types of libraries in the region.
