The report also contains opinions that 231 state association members have of their associations -- how democratic they are; how effectively they serve members' needs; what significant work they have accomplished; what programs are best carried out at the state, regional and national levels; and whether the American Library Association should regionalize and establish a chapter relationships office. The chief aim of Goals Award Project is to determine the proper functions of library associations at the state, regional, and national levels and to effect good working relationships between these three levels in their pursuit of common objectives. The first chapter provides a general factual background with which to compare the interview results. One finding of the Project stands out: that many association members, including leaders, do not know what their associations are trying to accomplish and how they work. (Author/NH)
