In 1929 the U.S. Bureau of the Budget foresaw the need to develop a method to rapidly separate valuable from routine documents and to establish guidelines for the evaluation of records. Records management -- a system to store, service, analyze, and weed documents -- has grown out of this need. The three-way character of records management is paraphrased as follows: (1) Engineers to control the paper; (2) Archivists to appraise, select records and to plan, equip and administer the records storage facility; and (3) historian to identify, organize, and interpret the records.
