Library Cooperation Library Services Library Surveys Public Libraries Regional Programs State Aid A study of existing library service in Southeastern Minnesota resulted in the recommendation that a Southeastern Library Cooperative (SELCO) be formed under a contractual, federated basis. The cooperative would consist of all public libraries in the region who meet the current requirements for eligibility for state aid funds. It was recommended that the cooperative be established as an educational, nonprofit corporation governed by a Board of Directors. In order to assess the Cooperative programs and to evaluate new ideas, annual review and evaluation sessions should be held by the Board. The region surveyed is more able financially to support library service than all but one of the areas which already contain some form of a library cooperative or system. The survey procedures used to substantiate the recommendations presented are explained. (NH)
