The development of the standards presented for personnel administration was guided by three major principles: (1) effective services to blind persons depend on utilization of qualified personnel; (2) staff workers can give their best service when they work under conditions which are conducive to the maintenance of high quality and quantity service and (3) organization and codification of personnel policies by means of an appropriate process assist in achieving these ends.
