These two functions are closely interrelated in that the agency's public relations effectiveness influences its ability to raise funds and, conversely, its fund-raising operations have a direct bearing on the degree to which its program is understood and accepted. Both the public relations and the fund-raising standards presented are designed to serve as basic ground rules for the maintenance of valid and effective lines of communication between an agency and its total community. Their objective is to preserve the integrity of both the agency and those whom it serves. Stress is placed on the client's right to dignity and privacy, and on the agency's responsibility not to sacrifice this right through exploitation of public sympathies.
