  • Helping Elevate the Disadvantaged Through Library Programs (HELP). Galuteria, Peter And Others Disadvantaged Library Services Public Libraries The purpose of this project is to bring into focus the disadvantaged area of Kalihi-Palama in the city of Honolulu, to describe its needs and characteristics, to discuss present programs designed to meet these needs and to make recommendations for a plan of action to serve the disadvantaged of this specific area. Since the disadvantaged tend to be non-users of library services, the library should develop aggressive, creative, and possibly unconventional programs to meet the unique needs of this group. The library should provide necessary information, vocational, and recreational materials which meet these needs and, thereby, help create a climate of optimum growth for the disadvantaged so that he is better able to close the gap of inequities separating him from the rest of America. The program is evaluated in terms of the effect it has on the lives of those people served. Evaluations from staff reports provide useful guidelines for future planning. This report is a preliminary investigation which, it is hoped, will stimulate others to actualize some or most aspects of the proposals. (Author/NH)
