Stevenson, Grace Thomas Interstate Programs Library Cooperation Library Networks Library Services Library Surveys Public Libraries In 1965 Idaho, Oregon, and Washington enacted the Interstate Library Compact, based on the Interstate Compact Law approved by the United States Congress for uniform application to all the states. The Compact authorizes the establishment of interstate library districts which include the territory of the one or more states signatory to the contract. As a logical part of the library development taking place in the three states, and in recognition of existing patterns of library use, the state libraries agreed to co-sponsor a study of the present level of library service across their respective borders. The purpose of this report is to examine the present level of library services along the state borders, evaluate the reciprocal services which exist, determine how library services might be improved in the border areas, and recommend cooperative interstate action to effect improvement.
