- Library Services and Construction Act, Five-Year Plan for Statewide Library Development in Maine. Evaluation Library Planning Library Services Objectives State Libraries State Programs Statewide Planning A task force to study library services in Maine composed of six library representatives and 15 lay persons representing various groups was formed in 1969. The five year program presented here was prepared to meet the requirements of the Library Services and Construction Act. The task force made the following recommendations: (1) coordinate planning at all levels for all types of libraries, (2) develop communication links, (3) have a statewide reciprocal borrower's card, (4) develop bibliographic tools for all libraries, (5) facilitate interlibrary loans, (6) strengthen the administrative and professional staffs of the State Library, (7) improve facilities, (8) strengthen personnel, (9) develop school media collections with a statewide supervisor, (10) strengthen academic libraries and services to special groups, (11) initiate a statewide public relations program, and (12) plan for state funding to include built-in incentives for local and institutional funding and for meeting library standards. The overall goal is the development and coordination of the services and resources of all library/media centers to achieve equal access to library resources for all the citizens of Maine.
