- Long-Range Plan for Library Development. Evaluation Library Planning Library Services Objectives State Libraries State Programs Statewide Planning The ultimate goal of this long-range development plan is that as many Missourians as possible be enabled to have available that kind of library service which will assist them to be a part of fundamental human processes. To achieve this goal, focus, in order of priority, is upon the following programs: (1) library service to the blind, physically handicapped, and institutionalized persons; (2) maintenance of existing personnel and positions; (3) improvement of the State Library; (4) personnel development; (5) service to the urban and rural disadvantaged; (6) metropolitan libraries; (7) statewide programs and experiments; and (8) local experiments; demonstrations and projects.
