It defines the needs of various groups and areas of the state. It lists goals and objectives to help meet these needs and suggests tasks to implement the realization of the stated goals and objectives. This plan will be a guide to the Utah State Library Commission in expenditure of funds. It is not designed as a complete and final work on library development in the state, but is intended to be continuously evaluated and revised in response to changing conditions and additional data.
