Three major development areas are called for: (1) strengthening the Indiana State Library; (2) designation of resource centers within the state; (3) establishment of no more than fourteen and no less than eight Area Library Services Authorities (two Areas may join to form one ALSA), whose membership includes all types of libraries. The Area Library Services Authorities follow the pattern established by Executive Order designated fourteen socioeconomic regions in Indiana.
