Adult Education Community Services Computers Educational Change Educational Objectives Information Networks Information Retrieval Information Services Information Storage Information Systems Lifelong Learning Social Change Technological Advancement The concept of "computer utility"--the provision of computing and information service by a utility in the form of a national network to which any person desiring information could gain access--has been gaining interest among the public and among the technical community. This report on planning community information utilities discusses the development and configuration of education and library services for community information utilities. First, speculations about how such a utility might function in an American family are offered. The question of specification of the utility services is addressed through issues such as social values, the changing role of the educational process in an environment offering instantaneous information retrieval, and the purpose of education. The beneficial potential of the computer utility in education is considered, and the configuration of a feasible utility service and its content are sketched. Various effects of a functioning and pervasive information utility are forecast from institutional, social, and psychological viewpoints, and a prototypic implementation process of the education and library services is proposed.
