Administration Centralization Copyrights Federal Government Government Libraries Library Acquisition Library Collections Library Cooperation Library Services Microforms Special Libraries The General Accounting Office reviewed Federal libraries, i.e., executive agency libraries, in Metropolitan Washington to identify problems common to the libraries and to determine how they are being handled. The review revealed that: a central depository could provide numerous benefits; microforms are not used substantially; central direction is required for research projects; cooperative arrangements for acquiring materials have not been entered into by Federal libraries; and, Federal libraries have not integrated their services which has resulted in duplication, conflicts and reduced efficiency. It is recommended that the Office of Management and Budget (OMB) should be more active in encouraging improved management and coordination of Federal library activities. Specifically, OMB should initiate a cost-benefit study to determine the feasibility of establishing a central depository for Federal libraries and should develop policies and plans to: encourage the use of microform publications or other methods of compacting library materials; coordinate library research; encourage cooperation among libraries to minimize multiple acquisitions of materials; and, encourage the integration of Federal agency information systems.
