Library Planning Library Services Needs Objectives Planning State Agencies State Programs Statewide Planning A five year plan for the State Library of West Virginia is projected. The problems and characteristics of the state which affect library service are outlined; it is concluded that economic conditions necessitate funds from either the state or Federal Government and that the present lack of recreational facilities indicates an opportunity for library service to have an impact on the population. Special consideration is also needed for the large portion of the existing conditions, showed a need for: provision of library service for approximately 400,000 West Virginians who have no service; construction of fixed facilities for areas without any services and mobile service where fixed facilities are not feasible; a state library building; and effective library service for the disadvantaged, rural poor, and senior citizens. The projected goals are: to provide 100 percent public library service to the entire population by 1977, to improve existing libraries and to extend quality services of libraries. (JG)
