Stairs, Susan Archives Cataloging Government Libraries Library Guides National Libraries Program Descriptions Research Libraries Two issues relating to the library resources and services required by the National Institute of Education (NIE) are discussed. The first section of the paper examines the two major alternatives available to NIE for accessing library resources and services, namely: 1) to establish a NIE Reference Branch under the jurisdiction of the Department of Health, Education and Welfare Library, or 2) to create an autonomous NIE Library or a National Library of Education under NIE's jurisdiction.
