The first section of the paper treats these mechanisms in general terms, and deals with the three kinds of information considered essential to NIE's research library. The third portion of the proposal considers three alternatives available to NIE--a branch library, an in-house library, and a national library--and concludes that the second of these is more appropriate. Section four presents guidelines for the establishment of an autonomous NIE in-house research library, discussing authorization, reporting procedures, clientele, services, size and scope of the collection, space, staffing, and budget. The final major portion of the paper offers guidelines for the establishment of a NIE archival collection and a brief concluding section discusses some procedures for accessing library and archival services and resources during NIE's interim organization.
