Presiding at the hearing were Frederick H. Burkhardt, Chairman, and 12 members of the Commission. The speakers include those considered professionally and technically competent to react to the proposed program. Testimony centers around seven topics: 1) new federal legislation for libraries; 2) inequities in today's system; 3) reasons compelling the government to consider interconnecting the libraries and information centers of the nation according to a national plan; 4) federal investment policy on libraries; 5) responsibilities of the Federal Government toward the development of a national network; 6) state governments' responsibilities toward a national network; and 7) the motivation of a state to belong to the national network. Responding to inquiries from the presiding members, the speakers amplify their written testimony. (CH)
