The first major component deals with demographic characteristics, giving data on the State's area, population, racial characteristics, and the location of minority groups. The second main component provides a brief review of the Wyoming State Library Advisory Council and the means by which it facilitates broader participation in planning library services, while the third component summarizes the methods used to evaluate present services and to develop new programs. These include formal liaison with the Advisory Council, personal contact with library personnel, systems studies of programs, and analyses of demographic and other statistical data. State Library publications and financial statements will be used for dissemination purposes. The final component lists the goal of library service as being to provide informational, cultural, and recreational services and materials to all citizens in the State. Specific objectives related to this goal are enumerated, including the provision of: 1) consultant, financial and reference services to libraries; 2) services to the handicapped, the institutionalized, and the disadvantaged; 3) library services to rural areas; 4) research and library development services; and 5) aid with library construction.
