contents Public Library Legislation: A Comparative Study. Gardner, Frank M. Cross Cultural Studies Developed Nations Developing Nations Guidelines Legislation Library Standards National Programs National Surveys Public Libraries A survey was conducted of the existing library legislation in 14 countries, four developing nations and ten developed countries, with varying forms of local and national government. The countries were chosen to show different aspects of existing laws. Particular attention was paid to Europe and Africa, where rapid development is taking place, and where the basic legislation has important lessons for other countries. Each of the 14 countries is discussed separately, beginning with an outline of the relevant social and political conditions of the nation. Its library legislation is quoted, in full when possible. Commentary is made from a librarian's viewpoint. The study shows that, while a general pattern for library legislation is emerging, general conditions and local government arrangements in each country are so different that only general guidance can be derived. The last chapter sets out twenty-two principles to be considered in the drafting or revision of public library legislation. (Author/SL)
