Administrative Organization Branch Libraries Centralization County Libraries Financial Support Governing Boards Library Facilities Library Materials Library Planning Library Services Library Surveys Library Technical Processes Personnel Public Libraries In January 1973 the Broward County (Florida) Commissioners authorized a study to find out what library facilities and services existed and were needed in the county, and to develop structure and guidelines for setting up a county library system. Data were collected from existing census and other reports, from a questionnaire to community libraries in the county, and from interviews with library personnel and boards, and other community officials. The results showed that the 16 existing libraries served only 35% of the county population, and that the levels of quality, funding, and staffing were uneven. The goals established for the new county system were to give a full range of high quality service to the whole county, and to give it to all equally well. Some of the recommendations for accomplishing this were: establishment of a five-member County Library Advisory Board; a central information facility to give in-depth support to branches and bookmobiles, and to provide special services; central county purchasing; centralized technical services; increased personnel, and establishment of county library personnel classifications, salary schedules, and fringe benefits comparable to other county employees.
