Some of these are: expansion of the regional libraries to improve service; facilities for independent learning; involvement in cable television; expansion of the library into a community information center; special services to the handicapped; increased resources; increased non-book media collections; improved personnel practices; expanded facilities; continuing evaluation; improved sources of financial support. A budget and bibliography are added, as well as appendices which include a description of the system at present, a statistical summary, demographic information, and goals for Tulsa as a whole. (LS)
