LeDonne, Marjorie Correctional Institutions Institutional Libraries Law Libraries Legal Aid Library Services Library Standards Library Surveys Prisoners Reference Services In order to discern states' compliance with court mandates to provide prisoners with adequate legal counsel or access to legal reference materials, a questionnaire was administered to state consultants in 1972 and updated and expanded by later contacts with institutional consultants. Findings indicated that states are trying to comply with court-ordered requirements, but few have provided services and materials to meet established standards. Some of the problems were: inadequate funding, lack of librarians trained in legal reference work, lack of easy-to-use materials, a need to train inmates in use of the materials, and limited access to materials outside the prison. Specific recommendations for adequate legal reference services are made. Appendixes include the questionnaire and related documents. (LS)
