The study began with the assumption that state government bears a major responsibility for providing leadership and fiscal support to insure the adequate development of these services. It was concluded that the states in most instances have not performed adequately in their efforts to sustain and build a pattern of public library services. To improve this situation, the development of a defintive legislative basis for state responsibility, creation of a state library board or commission, and state assumption of greater financial responsibility were suggested.
