Wood, Margaret American Indian Reservations American Indians Federal Aid Financial Support Libraries Library Services National Programs While the need for library services on the Navajo Reservation in Arizona is great, financial support is at the legal minimum, which is inadequate. A reason for this is that Indians on reservations pay no state income tax, and are therefore not entitled to state support, but must rely on federal funding. A model for a possible solution to this problem may be found in a program in Saskatchewan, Canada, where the province's Indian-Eskimo Association proved Indian use and need of libraries to the Canadian Department of Indian Affairs and Northern Development. On the initiation of individual Indian bands, the department has agreed to grant $1.50 per capita for library services if the Indians will match grants at the rate of 10 cents per capita, and if a working arrangement is established with a larger library system. Pressure may be applied to U.S. government institutions for similar grants to Indians in the United States. (LS)
