It was concluded that the major changes to be expected in the area were an increasing population and increasing numbers of ethnic minority residents. It was recommended that a new branch library be built and that the bookmobile route be reorganized to increase coverage of the borough. Special services of the new branch would include a community information service and a special collection in the areas of municipal government, urban development, administration, and urban engineering.
