Thereafter needs, goals, and objectives are identified, and activities are outlined in the areas of regional development, county libraries, the library extension service, institution libraries, services to the handicapped, library construction, interlibrary cooperation, the state library network, interstate cooperation, and procedures for implementing the Library Services and Construction Act, Title III.
