Literature on the history, major components, and advantages of PPBS was reviewed and features of PPBS such as comparison of alternatives, zero-base budgeting, and annual program review were found to be very applicable to centralized technical processing. The specific application of modern management systems, such as PPBS and management by objectives, to learning resource centers and libraries in higher education was considered, but little information was found. The literature survey discovered plentiful material on centralized library processing and on the theoretical basis of PPBS and a shortage of information in the fields of processing nonbook materials and the application of management systems to technical services processing centers. Thirty-nine references are included. (PF) |
