National planning is reviewed for selected countries, and planning, development, and testing of new information systems are discussed in relation to appraisal of existing systems and components. Bibliographic standards, minicomputer use in libraries, and developments in communications technology are the techniques and tools discussed in this issue. The applications covered include: (1) international activities in library automation, especially Universal Bibliographic Control; (2) generation and use of machine-readable data bases; (3) computer technology in the publishing industry; and (4) the role of international organizations in cooperative information processing and transfer. Two special topics are treated in the final chapters: judicial and legislative developments in the copyright area and the use of technology in the communication process. (LS)
