A simulation model was developed and tested in a four-day workshop series in which 21 participants learned skills of program planning and budgeting. Suggestions were made that the model should encourage the participants to develop performance measures for self-evaluation of their programs; and greater emphasis should be placed on the relationship between community development and formulation of library goals and objectives. A schematic map of the six-town region and a photograph of the game board is included. A list of project participants, members of the advisory committee, a description of the play of the simulation game, a description of the alternative programs, and previous budget data sheets are appended.
