Librarians Library Research Library Role Program Budgeting Program Development Program Evaluation Public Libraries Simulation Statistical Data Tables (Data) Central Massachusetts Library Administration Simulation Project (CLASP) was a research project funded under Title II-B to develop and test a simulation model that would enable public library personnel to learn and practice skills of negotiation, decision making, budgeting, and program planning. A simulation model was developed and tested in a four-day workshop series in which 21 participants learned skills of program planning and budgeting. Suggestions were made that the model should encourage the participants to develop performance measures for self-evaluation of their programs; and greater emphasis should be placed on the relationship between community development and formulation of library goals and objectives. A schematic map of the six-town region and a photograph of the game board is included. A list of project participants, members of the advisory committee, a description of the play of the simulation game, a description of the alternative programs, and previous budget data sheets are appended.
