The objectives of the five-year plan include developing a program of library services aimed at meeting the needs of every Chicagoan; providing adequate library materials, both print and nonprint; developing an adequate staff; improving communications within the library system; providing functional, safe, and attractive facilities; increasing public awareness of library services; modernizing the library's internal fiscal procedures; and increasing the library system's financial resources.
