College Libraries Higher Education Library Standards A working plan for devising standards for college libraries begins with the stated purpose of providing a means for assessing the adequacy of libraries serving liberal arts programs at the bachelors and masters degree level. Major assumptions from which standards may be developed include: standards are needed; minimum materials, staff, and facilities are needed for a quality program; no single set of standards can be applied to all colleges; quantitative variation is mandated by institutional uniqueness; standards should serve for at least 15 years; standards should accommodate future political, economic, technical, social, and pedagogical change. A general statement of content and a commentary are provided for each of eight major standards: 1) objectives, 2) collections, 3) organization of materials, 4) staff, 5) delivery of service, 6) facilities, 7) administration, and 8) budget.
