The New Hampshire State Library is a member and serves as a consultant to the project. Its base of operation is the Manchester City Library. The original intent of the cooperative was to show by a demonstration project how a group of libraries of various types could share their resources within an urban framework. The project began in September 1970 funded by grants from the Bean Foundation of New Hampshire. The intent of this report is to detail the objectives of the project, the socio-economic background in which the project took root, the method of approach, the short-range outcomes, and some possible guidelines for other cooperating groups interested in more effective programs of service.
