To identify how citizens obtain information, an open-ended questionnaire was administered to 602 respondents from the general population of Seattle, including Asians and blacks. Results were analyzed using 33 content analytic schemes, and findings suggested that information practitioners are most effective when they develop flexible, communication-based systems and procedures. This manuscript describes in detail research design and methodology, and includes tabular summaries of the results. (EMH) |
