The results of a needs assessment study are outlined and long-range library goals are delineated. Development plans contain problem statements, goal statements, and possible strategies for solving the problem at the local, state, and national levels. Mechanisms implied by suggested strategies include continuing education, establishment of guidelines, networking, and regional library services. The role of the Colorado State Library is projected, as are the responsibilities of local, state, and federal governments. A glossary, a bibliography, and data tables are appended. (LS)
