Previous International Federation of Library Associations guidelines have stated service standards for ethnic communities with greater than 500 residents, but more emphasis needs to be placed on interpersonal relations. Librarians should be sensitized to the needs of ethnic individuals, a goal which can be achieved by inviting representatives of ethnic communities to participate in identifying needs, planning programs, and evaluating processes.
