College Libraries Library Cooperation Library Networks Library Services Public Libraries Shared Services State Libraries This analysis of the existing Texas State Library System with recommendations for improvement is divided into three phases: Phase 1 examines the governance and operations of the system as set up by the Library Systems Act of 1969; Phase 2 discusses alternative models for organization and governance; and Phase 3 presents proposed model legislation with extensive comment on implementation of regulations and interagency relationships. The object of the proposals is to bring together libraries of all types into a voluntary arrangement capable of raising the level of services to patrons while maintaining the authority and discretion of each library member.
