Citizen Participation Community Involvement Conference Reports Libraries Library Services State Surveys This report contains the texts of six speeches, and recommendations of 15 citizen discussion groups from the 1976 Nebraska Conference on Library Services. The theme of the conference, "The Citizen Challenge," and discussion topics are based on concerns expressed by the 1,403 Nebraska citizens who were interviewed in a series of Statewide Hearing on Library Service. Definitions and recommendations are provided for the following areas of citizen concern: (1) individualized and special services; (2) publicity of library services; (3) availability of educational help; (4) nonbook materials and programs; (5) financial needs; (6) library cooperation; (7) outdated practices; (8) limited resources; (9) business and labor information needs; (10) public involvement in library planning; (11) planning library buildings for future community needs; (12) geographical distances hampering information dissemination in Nebraska; (13) levels of government responsible for different libraries; (14) duplication of services by libraries and agencies; and (15) provision of materials to all segments of the population.
