The project was undertaken in response to national interest in citizenship education and in an attempt to enable teachers to identify basic skills to which social studies can contribute to offset national test score deterioration, enrollment decline, and program fragmentation. In order to clarify and seek agreement on social studies objectives, the authors identified quality aspects of existing social studies programs, adapted concepts from the social sciences for K-12 usage, and questioned teachers as to why students should study social studies. Although selection of objectives is the main purpose of the document, specific activities are suggested. These include brainstorming sessions to identify concepts and problems, group discussion of data and assumptions, educational games, interviews, newspaper and library work, data analysis, and systematic observation. Materials offered to aid teachers in selecting process, cognitive, and affective objectives include a survey which asks teachers to rank knowledge, attitudes, and competencies from most important to least important; a social studies education rationale questionnaire; a feedback list; and background information on citizenship education and educational improvement. The appendix recommends teaching strategies for dealing with major social studies concepts by discipline and in an interdisciplinary manner. (Author/DB)
