- Effective Access to the Periodical Literature: A National Program. Palmour, Vernon E. Information Science Library Collections Library Expenditures Library Networks Library Science Periodicals Tables (Data) In this report, a task force appointed by the National Commission on Libraries and Information Science (NCLIS) to prepare a plan for a National Periodicals program recommends a three level program consisting of: (1) local, state, and regional library systems responsible for meeting a substantial portion of routine needs for periodicals; (2) a comprehensive periodicals collection dedicated for lending and photocopy service to meet the majority of unfulfilled requests from Level I; and (3) back up for the first two levels from existing national libraries and other unique collections. The National Periodicals Center would be organized and developed by the Library of Congress. Grant funds would be sought by NCLIS for a three-year planning and development period, with subsequent financing to come from a combination of federal funds and transaction fees charged for services. Governance and organization of the Center and financial estimates for the program are also discussed, and a bibliography and list of task force members appended. (Author/AWP)
