Information Needs Libraries Library Networks Library Planning Library Services Objectives Program Development State of the Art Reviews State Programs This document has been prepared as the Massachusetts long range program document under the Library Services and Construction Act. Section I discusses background activities, dissemination of information, and program evaluation. Section II is entitled "State of the Art." The history, responsibilities, and/or programs of state agencies (Board of Library Commissioners, State Library, and Commission for the Blind and the Regional Library for the Blind and Physically Handicapped), regional agencies (public library systems, library networks), and local agencies (public, school, academic, special, and institutional libraries) are presented. Also included are education for librarianship in Massachusetts and the status of new library technologies. Section III focuses on the needs of users which can be met by libraries. Needs, and barriers in meeting these needs, are outlined for user groups including children, young adults, adults, elderly and special (blind, physically handicapped, disadvantaged, institutionalized). Library goals for meeting user needs are presented in Section IV. Section V describes the Action Program for meeting goals. The eight categories in this program are designed to strengthen the services of the State, regional, local, and other library groups in effectively meeting the identified needs of users. (Author/JAB)
