Case Studies Educational Media Educational Needs Educational Resources Educational Technology Educational Television Information Systems Models Nontraditional Education Postsecondary Education This report characterizes the resources that exist in the state of California which might be more fully utilized through legislation providing incentives for its development. Selected existing postsecondary education programs and selected information systems are reviewed to exemplify successful uses of instructional and informational media. An approach to instructional planning is described which could aid planners in matching instructional materials and instructional delivery systems to learner needs. A number of conclusions drawn from the study led to the following recommendations: (1) develop regional information centers which will gather, organize, and provide access to information including services, courses and programs, instructional products, and student characteristics; (2) adopt a policy of funding new non-traditional postsecondary educational programs which demonstrate full utilization of existing resources, addressing educational needs of highest priorities, involving institutions across educational segments, sharing the materials developed by the program(s), and systematically designing programs and assessing program efforts; (3) establish a policy and review board to determine the priorities for non-traditional postsecondary education programs and determine procedures for grant proposal solicitation and grant awards; (4) create a state library of instructional materials from programs developed through grant awards.
